For Kevin Lynch, each city has a public image that results from the superposition of several individual images. These images are maintained by a group of citizens and become necessary within the collective functioning of the city.

Our interest in modern architecture in Mexico led us to take as a reference for this project the public buildings of that time, which not only stand out for their monumental nature but also for their integration into the city. Following the requirements established by the National Electoral Institute (INE) in the call for the competition, our strategy focused on the urban-architectural quality of the complex, to optimize the operation of the project and create a socio-environmental link with the city.

The composition of the proposal is based on a scheme with separate elements, as in university campuses, which allows us to integrate the two existing buildings, which we decided to conserve, as well as to create open spaces between the pieces. Users can walk through these spaces and live together freely. In this way, four main squares were created that articulate and give fluidity to the project, but which also prioritize the use of gardens and walkers, and give an overall image that interrelates the interior with the exterior.
